FreeWIS is free to the agencies that do child welfare — all of them. Every state. Every territory: Puerto Rico, Guam, the Virgin Islands, the rest. Every tribe running or wanting a IV-E system. Counties working under a state plan. Free to use, free to run on your own systems, free to hand to the agency next door.
The market’s answer to a small tribe or a territory has always been “you’re too small to afford one.” That was never true — it was just profitable to say so. FreeWIS is the same system for a six-county tribe and for California.
We’re giving it away because that’s the only honest way to tell you what a child-welfare system is supposed to be. Anyone can sell you a promise. We’d rather hand you the working thing and let you check it against everything you’ve been sold.
For vendors
A note for the consultancies.
Agencies use FreeWIS for free. Nobody gets paid to install it, host it, configure it, or support it without a license from us. That’s on purpose. The eight- and nine-figure implementation contract is exactly what this is built to end.
If there’s ever a real place for certified implementers, we’ll open that door on our terms. Until then it’s free for the people it serves and closed to the people who made it expensive.
